The Lagos State Governor, Babajide Sanwo-Olu has signed a Memorandum of Understanding (MoU) with Climate Group, formally bringing the state into the Under2 Coalition, the world’s largest network of states and regions committed to achieving net-zero emissions and building climate-resilient economies.

The signing took place on Monday in London during the London Climate Action Week 2026, marking Lagos State’s entry into a global platform of more than 180 states and regions representing over half of the world’s economy.

Convened by Climate Group, the Under2 Coalition enables subnational governments to collaborate on climate action, share best practices and accelerate the transition to a net-zero and climate-resilient future.

Lagos State’s entry places it within this global alliance of regions working to strengthen coordinated climate implementation across jurisdictions.

The MoU is described as a non-binding commitment aligned with Lagos State’s existing climate priorities. While it does not create legal obligations, it reflects a shared commitment to strengthening cooperation with other subnational governments and advancing coordinated climate action globally.

The signing also coincided with Mr Sanw0-Olu’s participation in London Climate Action Week, where Lagos State is showcasing its pioneering approach to climate governance and finance initiatives, including its State-Determined Contributions (SDCs) framework and investment-ready climate projects.

Commitment to climate action, economic growth

Speaking on the significance of the milestone, Governor Sanwo-Olu said Lagos’ participation in the coalition reinforces its commitment to building a resilient, low-carbon future while deepening global collaboration.

“Cities and regions are increasingly at the forefront of climate action. Joining the Under2 Coalition strengthens Lagos State’s commitment to building a resilient, low-carbon future while deepening collaboration with leading governments around the world,” he said.

He added that Lagos, as Africa’s economic and commercial hub, remains committed to demonstrating that climate action and economic growth can go hand in hand, delivering tangible benefits for people, communities and future generations.

Transitioning from ambition to implementation

The Special Adviser to the Governor on Climate Change and Circular Economy, Titilayo Oshodi, said Lagos is transitioning from policy ambition to implementation through its climate framework and related initiatives.

According to her, the State-Determined Contributions framework provides a structured pathway for climate delivery, while the Under2 Coalition membership offers a platform for partnerships, knowledge exchange and visibility for Lagos’ climate initiatives.

Coalition welcomes Lagos

The Under2 Coalition and Subnational Governments team welcomed Lagos State’s admission, describing it as a significant addition to the network.

It noted that Lagos, as one of Africa’s leading subnational governments, brings a strong track record and an important perspective to the global effort toward net-zero and climate resilience.

The London Climate Summit is attended by global leaders, policymakers, investors in clean energy, environmental and sustainability projects.
